[B] Scope of Service:
Vendor needs to provide information environment monitoring capability platform
- Provide access to a platform that gives the ability to track hyper-local, local, regional, national and international media events across various media platforms, including print, broadcast, web-based, and social media,
- Additionally, the platform it will provide in-depth data based including content from across various media platforms, while making comprehensive user-generated reports readily available to share and archive via download. Market-based value and demographic data (to include sentiment) are critical components in the measurement, analysis, and conveyance of the effectiveness of strategic communication efforts. No delivery or installation address is required as this is an online service,
- Print, broadcast, web-based, and social media monitoring and analysis within local, national and international outlets and platform, this must include native-language Japanese, Philippine, Australian, Thai, Russian and Chinese media, as well as applicable social media platforms such as Facebook, Twitter, Instagram, YouTube, Sina Weibo and Vkontakte,
- Allow users with appropriate permissions to input search criteria using Boolean logic. End users must be able to control this in order to respond to emergent or unexpected events,
- Translation capabilities (host language to English) for all outlets and platforms monitored,
- Broadcast news clips from local affiliates, independent stations, major cable stations, online news and radio networks shall be available to download, save and have a unique link to the content at a time period of no more than one (1) hour after being aired and or published. Digital print content shall be available from newspapers, magazines, blogs, press releases, newsletters, academic journals and trade journals et al,
- Tracking and mapping the propagation of a story, post, or topic as it progresses through both social and traditional reporting. Should be able to visually depict this process for easy comprehension, to include across media types and geography,
- Graphically display network structures in the information environment to identify thematic or narrative clusters/nodes in order to facilitate the understanding of dominant or underlying trends in coverage and social conversations. N-gram based “themes” do not meet this requirement. Graphically display influencer networks on social media,
- Integrate with unlimited organizational social media platforms, to include Facebook, Twitter, Instagram, YouTube, and others. Access to LINE is highly desirable,
- Ability to export data and graphs into Excel, Word, PowerPoint and other formats,
- Initial on-board training and familiarization with the platform.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
